Emissions of greenhouse gasses (GHG) e.g., CO2 and related global warming is generally considered to be the greatest global environmental problem. In order to achieve the GHG emission reduction targets for Europe set by the Kyoto Protocol, the Directive (2003/87/EC) on greenhouse gas emissions trading has been adopted. European Union has defined emissions trading among its highest priorities. It is an economic incentive for environmental protection to reduce GHG emissions in an economically efficient manner. At the same time it is a new and challenging issue both for competent authorities and industry – producers of energy and other industrial sectors. Emissions trading shall start already from 2005. Currently there are still many open questions and uncertainties related to e.g., monitoring, reporting, verification and potential markets until the scheme will start working in practice. In order to support the process, BEF is organising workshops and meetings for the stakeholders concerned to raise their awareness and knowledge about the emissions trading scheme and practical implementation of the requirements.
