Driving energy-efficient renovation through the RenoWave One-Stop-Shop Model

To increase the rate of multi-apartment building renovations, the European Union’s revised Energy Performance of Buildings Directive (EPBD) now requires Member States to establish at least one One-Stop-Shop (OSS) per 80,000 inhabitants or per region. These OSS centers are designed to provide centralized support, offering technical advice, financial guidance, and project management to assist residents and building owners throughout the complex renovation process.

Within the Interreg Baltic Sea Region project RenoWave, we have designed a complex solution to address those needs. The project developed an OSS Extended Model specifically tailored for multi-apartment buildings across the Baltic Sea Region countries. This guide provides a comprehensive roadmap for establishing and running effective One-Stop-Shops (OSS) that support energy efficiency renovations, with a primary focus on Home-Owned Multi-Apartment Buildings (HOMABs).

Its main idea is to detail the extended model’s structure and provide practical, step-by-step recommendations on market analysis and data handling, stakeholder engagement, technical assistance, and communication strategies to ensure the successful implementation of OSS services.

While the guide is primarily designed for OSS providers targeting Home-Owned Multi-Apartment Buildings, it will be relevant for a wider range of stakeholders. This guide is intended for: 

  • OSS service providers: Individuals or organizations who currently act as, or plan to launch or support, a One-Stop-Shop service supporting building owners in energy efficiency.
  • policy makers: Officials and institutions responsible for implementing the Energy Performance of Buildings Directive (EPBD) and national renovation strategies.
  • residents and owners: Those in multi-apartment buildings who can benefit from understanding the comprehensive renovation support available through the OSS model.
